Russia President Vladimir Putin’s Victory Day Speech(0509)

Citizens of Russia, Dear veterans, Comrade soldiers and sailors, sergeants and sergeant majors midshipmen and warrant officers, Comrade officers, generals and admirals, Soldiers and commanders, frontline personnel participating in the special military operation, I congratulate you on Victory Day! This is our main, truly national sacred holiday. Today we are honouring our fathers and grandfathers and grand-grandfathers.

(They defended their native land and crushed Nazism, liberated the peoples of Europe and displayed unparalleled heroism in combat and on the home front.) Today, we are witnessing attempts to distort the truth about World War II. This truth is a sore for those who have developed a habit of basing their effectively colonial policy on duplicity and lies. They are tearing down memorials to those who really fought Nazism, erecting monuments to traitors and Hitler’s accomplices and erasing the memory of the heroism and noble spirit of the liberators and the great sacrifice they made for the sake of all life on Earth.

Harbouring revanchist sentiments, making a mockery of history, and seeking to justify present-day Nazi followers is part of what constitutes a common policy of Western elites to fuel regional conflicts, inter-ethnic and inter-religious strife and to contain sovereign and independent centres of global developmentWe reject exceptionalist claims of any country or alliance. We know what this unchecked ambition may lead to. Russia will do utmost to avoid a global confrontation but it will not allow itself to be threatened. Our strategic forces are always in combat readiness.

The West would love to forget the lessons of World War II, but we remember that the destiny of humankind was decided during the colossal battles of Moscow, Leningrad, Rzhev, Stalingrad, Kursk, Kharkov, Minsk, Smolensk and Kiev, and in the intense and bloody fighting from Murmansk to the Caucasus and the Crimea.

(For the first three long and harsh years of the Great Patriotic War), the Soviet Union, along with all its constituent republics, fought the Nazis virtually single-handedly, while the virtually of all Europe worked to support the Nazi war machine. But let me emphasise: Russia has never belittled the significance of the Second Front or that of Allied assistance. We honour the valor of all members of the Anti-Hitler Coalition, the Resistance Movement, the underground movement and guerrillas, as well as the courage displayed by the peoples of China fighting for their independence against militarist Japan's aggression. We will forever remember and we will never forget our joint struggle and the inspiring traditions of alliance.

Friends! Russia is now going through a difficult, watershed moment of its history. The fate of our Motherland and its future depend on each us. Today, on Victory Day, we feel it ever more sharply and never fail to draw inspiration from our generation of the brave, noble and wise victors, and the way they cherished friendship and remained firm in the face of adversity, always trusted themselves and their country, and had a sincere and selfless love for their Motherland. We are celebrating Victory Day (against the backdrop of the Special Military Operation). All of those engaged in it, on the frontlines, are our heroes. We are humbled by your fortitude and self-sacrifice. All of Russia stands with you. Our veterans, too, believe in you, and they are worried about you. That they remain involved emotionally in your lives and heroism is an unbreakable tie that binds this heroic generation together.

Today we honour the radiant memory (of those whose lives were taken by the Great Patriotic War), the memory of sons, daughters, fathers, mothers, grandfathers, grand-grandfathers, husbands, wives, brothers, sisters, family members and loved ones and friends. We bow our heads while cherishing the memory of the Great Patriotic War’s veterans who are no longer with us. In memory of civilians who died in the barbarous shelling and terrorist attacks committed by the neo-Nazis, and of our brothers-in-arms who have fallen in the struggle against neo-Nazism and in the righteous fight for Russia. I declare a minute of silence. (A moment of silence.)

Our dear veterans, comrades and friends! May 9 is always an emotional and poignant date. Every family cherishes its heroes, looks at their photographs, their dear, beloved faces, remembers their family members and their tales of war and toil. Victory Days unites all generations. We are going forwards relying on our centuries-old traditions and feeling confident that together we will ensure a free and secure future of Russia. Glory to the valiant Armed Forces! For Russia! For Victory! Hurah!

Reception in honour of the heads of state invited to attend Victory Day celebrations

Vladimir Putin addressed the guests at a reception on behalf of the President of Russia in honour of the heads of state invited to attend the celebrations of the 79th anniversary of Victory in the Great Patriotic War of 1941–1945.

President of Russia Vladimir Putin: Colleagues, friends, Today, on Victory Day, it is with a special feeling of warmth that we welcome in Russia and here in Moscow our reliable partners and friends. This is a sacred day which is marked across the Commonwealth of Independent States, as well as in many countries of Europe and around the world, anywhere where people realise that justice, equality and humanism are perennial values, where people remember and honour heroism and the feats accomplished by the warriors who brought freedom and created a future for people and nations across the world. Time has no power over the greatness of the colossal victory of 1945. (Despite all attempts to rewrite history), the lessons that the world community learnt in the crucible of the Second World War remain unassailable.

The Nazis and the Japanese militarists drew almost 80 percent of the world’s population into this war by unleashing their aggression in Europe and North Africa, in the Asia-Pacific Region, killing millions of innocent people. Those who stopped and defeated this evil will be covered in fame, eternal and unfading, for the feats they accomplished. We remember the Allied contribution to fighting Nazism, those who took part in the lend-lease convoys(러시아에 110억 달러 공여), including Cuba, by the way. We are delighted to have the President of this country, (1) Miguel Diaz-Canel Bermudez, with us on a day which matters so much to all of us.

In the person of President of the Lao People’s Democratic Republic (2)Thongloun Sisoulith we offer our greetings to nations where resistance movement fighters were proactive during World War II alongside members of national liberation movements. The struggle they led at the time paved the way to the emergence of independent and sovereign states in Asia which now play an increasingly important role in the global economy and world affairs. The Nazis directed most of their military might against the Soviet Union, but the enemy had to face a vigorous and firm pushback there. The entire Soviet nation rose to defend the Fatherland in an unprecedented demonstration of unity and mass heroism.

Victory Day is sacred for the heads of state from the Commonwealth of Independent States. There are veterans of war and those who worked on the home front in every single family in our countries. We took a bus together on our way here, where we discussed this, and tried to understand how many veterans are still with us. Remembering those (who have passed away) is an integral and essential element of our shared past and the triumphs we achieved together on the battlefield, as well as on the home front.

Having defeated Nazism and asserted its independence, our country made a sincere effort to support other nations aspiring to self-determination by helping people in Africa and Asia both in word and deed during their anti-colonial struggles without backing out once they achieved their state independence. I believe that President of the Republic of Guinea-Bissau (3)Umaro Sissoco Embalo, who is here today, will agree that this consistency on behalf of the Soviet Union and then Russia has borne fruit. Africa is building up capacity and aspires to emerging as an effective powerhouse in a multipolar world with its unique identity by making confident strides in nurturing a genuine sense of political and economic sovereignty.

Let me emphasise that Russia reaffirms its commitment to promoting mutually beneficial partnerships and friendship with everyone (who shares the values of freedom and justice) and calls for strictly abiding by the international norms, as well as for an inclusive, equal and indivisible security architecture. This is the debt we owe to all those who endured the horrific test of the Second World War. The memory of the comradery in arms of our forefathers, as well as the openness, mutual understanding and friendship among people representing a broad spectrum of ethnic groups, cultures and traditions will serve as a reliable foundation for moving forward and working together in the name of the future. Friends, I would like to raise a toast for the generation of victors! For the Great Victory! For peace and wellbeing! For our good friends! Thank you for being with us.

Laying flowers at the Tomb of the Unknown Soldier

Following the military parade on Red Square, President Vladimir Putin and the heads of foreign states who had arrived in Moscow for celebrations of the 79th anniversary of the Great Victory laid flowers at the Tomb of the Unknown Soldier in the Alexander Garden and observed a moment of silence for those killed in the war.  May 9, 2024  11:10 Moscow

Question: Good afternoon.

Congratulations on Victory Day! Today, it coincides with the 80th anniversary of the liberation of Sevastopol.

Alexander Lukashenko: And soon, we will be marking the 80th anniversary of the liberation of Belarus.

Question: But these are not the only things we are discussing these days. We cannot fail to mention the heroes of our time, those who are taking part in the special military operation. Do you have a message for them?

President of Russia Vladimir Putin: Yesterday we worked together long into the night.

Alexander Lukashenko: Until 3 am, as usual.

Vladimir Putin: We discussed our bilateral relations and talked about what is going on along the line of contact, as well as the situation with the challenging developments in Ukraine. We talked to the Defence Minister, as well as the Chief of the General Staff, which goes to show that this was a serious meeting. Of course, we went over what is happening along the line of contact, as I have already said. I informed Mr Lukashenko about my meeting with the unit commanders on May 7 who distinguished themselves by their service recently. We had much to discuss during our meeting. Of course, we talked about our men, those who are on the frontlines and noted their heroism, courage, valour and what they have achieved on the battlefield.

Question: Have the presidents made a decision to hold military exercises on the use of tactical nuclear weapons?

Vladimir Putin: This is not about using these weapons. This is an exercise.

Alexander Lukashenko: Like a training session.

Vladimir Putin: There are tactical nuclear weapons in Belarus. For this reason, we offered our friends and allies to join us, and the President of Belarus also asked us to ensure that his country takes part in one of the stages of these drills. We hold regular exercises of this kind, and they take place in three stages. Our Belarusian colleagues will join us in the second stage. We have instructed our defence ministers and chiefs of general staff accordingly. They have been working together to make the necessary preparations.

Alexander Lukashenko: We completed stage one independently from one another. Yesterday, we decided to synchronise our efforts in order to hold stages two and three together. Mr Putin was right to say that this is not the first time we do this. In fact, this is the third time we hold exercises of this kind. Of course, Russia has held these exercises dozens of times, so we will align our efforts. I have been informed by the Defence Minister of Russia that our respective general staffs have already taken these instructions on board.

Vladimir Putin: [Valery] Gerasimov reported on this matter yesterday.

Alexander Lukashenko: He did.

Vladimir Putin: This goes to show that there is nothing unusual about this. It is just routine work.

(As said) Dear citizens of Russia! Ladies and Gentlemen! Dear friends! In these solemn and responsible minutes of assuming the office of the President, I would like to sincerely thank the citizens of Russia in all regions of our country, the residents of our historical lands,( who defended the right to be together with the Motherland).

I want to bow to our heroes, participants in the special military operation, everyone who fights for the Fatherland. Once again, I thank you for your trust and support, and now I am addressing every citizen of Russia.

I just took the words of the presidential oath. Its text concentrates the essence of the highest mission of the head of state - to protect Russia and serve our people.

I understand that this is a huge honor, responsibility and sacred duty. This is what determined the meaning and content of my work in previous years. I assure you that in the future the interests and safety of the people of Russia will remain above all else for me.

The consolidated will of millions of people is a colossal force, evidence of our common firm belief that we will determine the fate of Russia ourselves and only ourselves for the sake of today and future generations.

You, citizens of Russia, have confirmed the correctness of the country's course. This is of great importance right now, when we are faced with serious challenges. I see in this a deep understanding of our common historical goals, a determination to adamantly defend our choice, our values, freedom and the national interests of Russia.

I am confident that we will pass through this difficult, milestone period with dignity, become even stronger and will definitely implement long-term plans and large-scale projects aimed at achieving development goals. And this is, first of all, saving people. I am confident that support for centuries-old family values ​​and traditions will continue to unite public and religious associations, political parties, and all levels of government.

Our decisions on the development of the country and regions must be effective and fair, and improve the well-being and quality of life of Russian families.

We have been and will be open to strengthening good relations with all countries that see Russia as a reliable and honest partner. And this is truly the global majority.

We do not refuse dialogue with Western states. The choice is theirs: do they intend to continue trying to restrain the development of Russia, continue the policy of aggression, continuous pressure on our country for years, or look for a path to cooperation and peace.

I repeat: a conversation,( including on issues of security and strategic stability, is possible. But not from a position of strength or with arrogance, conceit and personal exclusivity,) - only on equal terms, respecting each other’s interests.

Together with (our partners in Eurasian integration) and other sovereign development centers, we will continue to work to form a multipolar world order and an equal and indivisible security system.

In a complex world that is rapidly changing, we must be self-sufficient and competitive, opening new horizons for Russia, as has happened more than once in our history. But it is important for us to remember its lessons, not to forget about the tragic price of internal turmoil and upheaval. Therefore, our state and socio-political system must be strong and absolutely resistant to any challenges and threats, ensure the progression and stability of development, the unity and independence of the country.

At the same time, stability does not mean stagnation. Our state and social system must be flexible and create conditions for renewal and movement forward. We see how the atmosphere in society has changed, how highly reliability, mutual responsibility, sincerity, decency, nobility and courage are valued today. I will do everything so that people who have shown their best human and professional qualities prove their loyalty to the Fatherland by deeds and take leading positions in public administration, in the economy - in all spheres.

We must ensure reliable continuity in the development of the country for decades to come, raise and educate young generations who will strengthen the power of Russia, develop our statehood, which is based on interethnic harmony,( preserving the traditions of all peoples living in Russia), a country-civilization united by the Russian language and our multinational culture.

Dear friends! I will do everything necessary, everything in my power to justify your trust, and to do this I will use all the powers of the head of state, which are enshrined in the Constitution. At the same time, I would like to emphasize: the results of this work depend decisively on our unity and cohesion, on our common desire to benefit the Fatherland, protect it, and work with full dedication.

Today, in fact, we are answerable to our thousand-year history and our ancestors. They conquered seemingly inaccessible heights, because they always put their Motherland first, they knew that they could only achieve truly great goals together with their country and their people, and they created a world power, our Fatherland, and achieved such triumphs as who still inspire us today.

Today, we must answer to our thousand-year-long history and our predecessors. They attained seemingly insurmountable heights because they always put the country first. They knew that truly challenging goals can only be achieved together with the country and its people, and they created a great power, our Fatherland, leaving a legacy of glorious achievements from which we continue to draw inspiration today.

We look forward with confidence and plan our future by outlining and already carrying out new projects and programmes, which are designed to inject even more momentum in our development effort and make it even stronger. We stand as a united and great nation. The defence of our Motherland when its destiny was at stake has always been sacred. It was the feeling of true patriotism that Minin and Pozharsky’s militia stood up for the Fatherland, soldiers went on the offensive at (2차대전 동부전선) the Borodino Field and fought the enemy outside Moscow and Leningrad, Kiev and Minsk, Stalingrad and Kursk, Sevastopol and Kharkov.

Today, as in the past, you are fighting for our people in Donbass, for the security of our Motherland, for Russia.

May 9, 1945 has been enshrined in world history forever as a triumph of the united Soviet people, its cohesion and spiritual power, an unparalleled feat on the front lines and on the home front.

Victory Day is intimately dear to all of us. There is no family in Russia that was not burnt by the Great Patriotic War. Its memory never fades. On this day, children, grandchildren and great-grandchildren of the heroes march in an endless flow of the Immortal Regiment(불사의 연대, 승전기념일 참가 군중). They carry photos of their family members, the fallen soldiers who remained young forever, and the veterans who are already gone.

We take pride in the unconquered courageous generation of the victors, we are proud of being their successors, and it is our duty to preserve the memory of those (who defeated Nazism and entrusted us with being vigilant and doing everything to thwart the horror of another global war).

(Therefore, despite all controversies in international relations), Russia has always advocated the establishment of an equal and indivisible security system which is critically needed for the entire international community.

Last December we proposed signing a treaty on security guarantees. Russia urged the West to hold an honest dialogue in search for meaningful and compromising solutions, and to take account of each other’s interests. All in vain. NATO countries did not want to heed us, which means they had totally different plans. Another punitive operation in Donbass, an invasion of our historic lands, including Crimea, was openly in the making. Kiev declared that it could attain nuclear weapons. The NATO bloc launched an active military build-up on the territories adjacent to us.

Thus, an absolutely unacceptable threat to us was steadily being created right on our borders. There was every indication that a clash with neo-Nazis and Banderites backed by the United States and their minions was unavoidable. Let me repeat, we saw the military infrastructure being built up, hundreds of foreign advisors starting work, and regular supplies of cutting-edge weaponry being delivered from NATO countries. The threat grew every dayRussia launched a pre-emptive strike at the aggression. It was a forced, timely and the only correct decision. A decision by a sovereign, strong and independent country.

The United States began claiming their exceptionalism, particularly after the collapse of the Soviet Union, thus denigrating not just the entire world but also their satellites, who have to pretend not to see anything, and to obediently put up with it.

(But we are a different country. Russia has a different character.) We will never give up our love for our Motherland, our faith and traditional values, our ancestors’ customs and respect for all peoples and cultures.

Meanwhile, the West seems to be set to cancel these millennia-old values. Such moral degradation underlies the cynical falsifications of World War II history, escalating Russophobia, praising traitors, mocking their victims’ memory and crossing out the courage of those who won the Victory through suffering.

We are aware that US veterans who wanted to come to the parade in Moscow were actually forbidden to do so. But I want them to know: We are proud of your deeds and your contribution to our common Victory.

We honour all soldiers of the allied armies  the Americans, the English, the French, Resistance fighters, brave soldiers and partisans in China  all those who defeated Nazism and militarism.

Comrades, Donbass militia alongside with the Russian Army are fighting on their land today, where princes Svyatoslav and Vladimir Monomakh’s retainers, solders under the command of Rumyantsev and Potemkin, Suvorov and Brusilov crushed their enemies, where Great Patriotic War heroes Nikolai Vatutin, Sidor Kovpak and Lyudmila Pavlichenko stood to the end.

I am addressing our Armed Forces and Donbass militia. You are fighting for our Motherland, its future, so that nobody forgets the lessons of World War II, so that there is no place in the world for torturers, death squads and Nazis.

Today, we bow our heads to the sacred memory of all those who lost their lives in the Great Patriotic War, the memories of the sons, daughters, fathers, mothers, grandfathers, husbands, wives, brothers, sisters, relatives and friends.

We bow our heads to the memory of the Odessa martyrs who were burned alive in the House of Trade Unions in May 2014, to the memory of the old people, women and children of Donbass who were killed in atrocious and barbaric shelling by neo-Nazis. We bow our heads to our fighting comrades who died a brave death in the righteous battle  for Russia. I declare a minute of silence. (A minute of silence.)

The loss of each officer and soldier is painful for all of us and an irretrievable loss for the families and friends. The government, regional authorities, enterprises and public organisations will do everything to wrap such families in care and help them. Special support will be given to the children of the killed and wounded comrades-in-arms. The Presidential Executive Order to this effect was signed today. I wish a speedy recovery to the wounded soldiers and officers, and I thank doctors, paramedics, nurses and staff of military hospitals for their selfless work. Our deepest gratitude goes to you for saving each life, oftentimes sparing no thought for yourselves under shelling on the frontlines.

Comrades, Soldiers and officers from many regions of our enormous Motherland, including those who arrived straight from Donbass, from the combat area, are standing now shoulder-to-shoulder here, on Red Square. We remember how Russia’s enemies tried to use international terrorist gangs against us, how they tried to seed inter-ethnic and religious strife so as to weaken us from within and divide us. They failed completely.
