9.19 공동성명 이행을 위한 초기조치(최종)

    제5차 6자회담 3단계회의가 베이징에서 중화인민공화국, 조선민주주의인민공화국, 일본, 대한민국, 러시아연방, 미합중국이 참석한 가운데, 2007년 2월 8일부터 13일까지 개최되었다.

    우다웨이 중화인민공화국 외교부 부부장, 김계관 조선민주주의인민공화국 외무성 부상, 사사에 켄이치로 일본 외무성 아시아대양주 국장, 천영우 대한민국 외교통상부 한반도평화교섭본부장, 알렉산더 로슈코프 러시아 외무부 차관, 그리고 크리스토퍼 힐 미합중국 국무부 동아태 차관보가 각 대표단의 수석대표로 동 회담에 참석하였다.

    우다웨이 부부장은 동 회담의 의장을 맡았다.

Ⅰ. 참가국들은 2005년 9월 19일 공동성명의 이행을 위해 초기단계에서 각국이 취해야 할 조치에 관하여 진지하고 생산적인 협의를 하였다.  참가국들은 한반도 비핵화를 조기에 평화적으로 달성하기 위한 공동의 목표와 의지를 재확인하였으며, 공동성명상의 공약을 성실히 이행할 것이라는 점을 재확인하였다. 참가국들은 ‘행동 대 행동’의 원칙에 따라 단계적으로 공동성명을 이행하기 위해 상호 조율된 조치를 취하기로 합의하였다.

Ⅱ. 참가국들은 초기단계에 다음과 같은 조치를 병렬적으로 취하기로 합의하였다.

 1. 조선민주주의인민공화국은 궁극적인 포기를 목적으로 재처리 시설을 포함한 영변 핵시설을 폐쇄·봉인하고 IAEA와의 합의에 따라 모든 필요한 감시 및 검증활동을 수행하기 위해 IAEA 요원을 복귀토록 초청한다.

 2. 조선민주주의인민공화국은 9.19 공동성명에 따라 포기하도록 되어있는, 사용후 연료봉으로부터 추출된 플루토늄을 포함한 공동성명에 명기된 모든 핵프로그램의 목록을 여타 참가국들과 협의한다.

 3. 조선민주주의인민공화국과 미합중국은 양자간 현안을 해결하고 전면적 외교관계로 나아가기 위한 양자대화를 개시한다. 미합중국은 조선민주주의인민공화국을 테러지원국 지정으로부터 해제하기 위한 과정을 개시하고, 조선민주주의인민공화국에 대한 대적성국 교역법 적용을 종료시키기 위한 과정을 진전시켜 나간다.

 4. 조선민주주의인민공화국과 일본은 불행한 과거와 미결 관심사안의 해결을 기반으로, 평양선언에 따라 양국관계 정상화를 취해 나가는 것을 목표로 양자대화를 개시한다.

 5. 참가국들은 2005년 9월 19일 공동성명의 1조와 3조를 상기하면서, 조선민주주의인민공화국에 대한 경제·에너지·인도적 지원에 협력하기로 합의하였다. 이와 관련, 참가국들은 초기단계에서 조선민주주의인민공화국에 긴급 에너지 지원을 제공하기로 합의하였다.  중유 5만톤 상당의 긴급 에너지 지원의 최초 운송은 60일 이내에 개시된다.

     참가국들은 상기 초기 조치들이 향후 60일 이내에 이행되며,

     이러한 목표를 향하여 상호 조율된 조치를 취한다는데 합의하였다.

 

Ⅲ. 참가국들은 초기조치를 이행하고 공동성명의 완전한 이행을 목표로 다음과 같은 실무그룹(W/G)을 설치하는데 합의하였다.

    1. 한반도 비핵화

    2. 미·북 관계정상화

    3. 일·북 관계정상화

    4. 경제 및 에너지 협력

    5. 동북아 평화·안보 체제

    실무그룹들은 각자의 분야에서 9.19 공동성명의 이행을 위한 구체적 계획을 협의하고 수립한다.  실무그룹들은 각각의 작업진전에 관해 6자회담 수석대표 회의에 보고한다. 원칙적으로 한 실무그룹의 진전은 다른 실무그룹의 진전에 영향을 주지 않는다.  5개 실무그룹에서 만들어진 계획은 상호 조율된 방식으로 전체적으로 이행될 것이다.

    참가국들은 모든 실무그룹 회의를 향후 30일이내에 개최하는데 합의하였다.

Ⅳ. 초기조치 기간 및 조선민주주의인민공화국의 모든 핵프로그램에 대한 완전한 신고와 흑연감속로 및 재처리 시설을 포함하는 모든 현존하는 핵시설의 불능화를 포함하는 다음단계 기간중, 조선민주주의인민공화국에 최초 선적분인 중유 5만톤 상당의 지원을 포함한 중유 100만톤 상당의 경제·에너지·인도적 지원이 제공된다.

    상기 지원에 대한 세부 사항은 경제 및 에너지 협력 실무그룹의 협의와 적절한 평가를 통해 결정된다.

Ⅴ. 초기조치가 이행되는 대로 6자는 9.19 공동성명의 이행을 확인하고 동북아 안보협력 증진방안 모색을 위한 장관급 회담을 신속하게 개최한다.

Ⅵ. 참가국들은 상호신뢰를 증진시키기 위한 긍정적인 조치를 취하고 동북아에서의 지속적인 평화와 안정을 위한 공동노력을 할 것을 재확인하였다.  직접 관련 당사국들은 적절한 별도 포럼에서 한반도의 항구적 평화체제에 관한 협상을 갖는다.

Ⅶ. 참가국들은 실무그룹의 보고를 청취하고 다음단계 행동에 관한 협의를 위해 제6차 6자회담을 2007년 3월 19일에 개최하기로 합의하였다.

대북 지원부담의 분담에 관한 합의 의사록

    미합중국, 중화인민공화국, 러시아연방, 대한민국은 각국 정부의 결정에 따라, Ⅱ조 5항 및 Ⅳ조에 규정된 조선민주주의인민공화국에 대한 지원부담을 평등과 형평의 원칙에 기초하여 분담할 것에 합의하고, 일본이 자국의 우려사항이 다루어지는 대로 동일한 원칙에 따라 참여하기를 기대하며, 또 이 과정에서 국제사회의 참여를 환영한다.

Implementation of the Joint Statement (Final)

The Third Session of the Fifth Round of the Six-PartyTalks was held in Beijing among the People’sRepublic of China, theDemocratic People’s Republic of Korea, Japan,the Republic of Korea,the Russian Federation andthe United States of Americafrom 8 to 13 February 2007.

Mr. Wu Dawei, Vice Minister of Foreign Affairs of thePRC, Mr. Kim Gye Gwan, Vice Minister of Foreign Affairs of the DPRK; Mr. Kenichiro Sasae,Director-General for Asian and Oceanian Affairs, Ministry of Foreign Affairs ofJapan; Mr. Chun Yung-woo, Special Representative for Korean Peninsula Peace andSecurity Affairs of the ROK Ministry of Foreign Affairs and Trade; Mr.Alexander Losyukov, Deputy Minister of Foreign Affairs of the RussianFederation; and Mr. Christopher Hill, Assistant Secretary for East Asian andPacific Affairs of the Department of State of the United States attended thetalks as heads of their respective delegations.

Vice Foreign Minister Wu Dawei chaired the talks. 

 

I. The Parties held serious and productive discussionson the actions each party will take in the initial phase for the implementationof the Joint Statement of 19 September 2005. The Parties reaffirmed theircommon goal and will to achieve early denuclearization of the Korean Peninsulain a peaceful manner and reiterated that they would earnestly fulfill theircommitments in the Joint Statement. The Parties agreed to take coordinatedsteps to implement the Joint Statement in a phased manner in line with theprinciple of “action for action”.

 

II. The Parties agreed to take the following actionsin parallel in the initial phase:

 

1. The DPRK will shut down and seal for the purpose ofeventual abandonment the Yongbyon nuclear facility, including the reprocessingfacility and invite back IAEA personnel to conduct all necessary monitoring andverifications as agreed between IAEA and the DPRK.

 

2. The DPRK will discuss with other parties a list ofall its nuclear programs as described in the Joint Statement, includingplutonium extracted from used fuel rods, that would be abandoned pursuant to theJoint Statement.

 

3. The DPRK and the US will start bilateral talks aimedat resolving pending bilateral issues and moving toward full diplomaticrelations. The USwill begin the process of removing the designation of the DPRK as astate-sponsor of terrorism and advance the process of terminating the applicationof the Trading with the Enemy Act with respect to the DPRK.

 

4. The DPRK and Japan will start bilateral talksaimed at taking steps to normalize their relations in accordance with thePyongyang Declaration, on the basis of the settlement of unfortunate past andthe outstanding issues of concern.

 

5. Recalling Section 1 and 3 of the Joint Statement of19 September 2005, the Parties agreed to cooperate in economic, energy andhumanitarian assistance to the DPRK. In this regard, the Parties agreed to theprovision of emergency energy assistance to the DPRK in the initial phase. Theinitial shipment of emergency energy assistance equivalent to 50,000 tons ofheavy fuel oil (HFO) will commence within next 60 days.

 

The Parties agreed that the above-mentioned initialactions will be implemented within next 60 days and that they will takecoordinated steps toward this goal.

 

III. The Parties agreed on the establishment of thefollowing Working Groups (WG) in order to carry out the initial actions and forthe purpose of full implementation of the Joint Statement:

1.   Denuclearizationof the Korean Peninsula

 

2.   Normalizationof DPRK-US relations

 

3.   Normalizationof DPRK-Japan relations

 

4.   Economyand Energy Cooperation

 

5.   Northeast Asia Peace and Security Mechanism

 

The WGs will discuss and formulate specific plans forthe implementation of the Joint Statement in their respective areas. The WGsshall report to the Six-Party Heads of Delegation Meeting on the progress oftheir work. In principle, progress in one WG shall not affect progress in otherWGs. Plans made by the five WGs will be implemented as a whole in a coordinatedmanner.

 

The Parties agreed that all WGs will meet within next30 days.

 

IV. During the period of the InitialActions phase and the next phase ? which includes provision by the DPRK of acomplete declaration of all nuclear programs and disablement of all existingnuclear facilities, including graphite-moderatedreactors and reprocessing plant ? economic, energy and humanitarian assistanceup to the equivalent of 1 million tons of heavy fuel oil (HFO), including the initial shipment equivalent to50,000 tons of HFO, will be provided to the DPRK.

 

The detailedmodalities of the said assistance will be determined through consultations andappropriate assessments in the Working Group on Economic and EnergyCooperation.

V. Once the initial actions are implemented, the SixParties will promptly hold a ministerial meeting to confirm implementation ofthe Joint Statement and explore ways and means for promoting securitycooperation in Northeast Asia.

 

VI. The Parties reaffirmed that they will takepositive steps to increase mutual trust, and will make joint efforts forlasting peace and stability in Northeast Asia.The directly related parties will negotiate a permanent peace regime on the Korean Peninsulaat an appropriate separate forum.

 

VII. The Parties agreed to hold the Sixth Round of theSix-Party Talks on 19 March 2007 to hear reports of WGs and discuss on actionsfor the next phase.

 

Agreed Minuteon Burden Sharing

 

TheUnited Sates, China, Russia and the ROK, subject to their respective nationalgovernments’ decisions, agreed to share the burden of assistance to the DPRKreferred to in Paragraph II (5) and IV on the basis of the principle ofequality and equity; look forward to the participation of Japan on the basis ofthe same principle as its concerns are addressed; and welcome the participationof the international community in this process.
