On the afternoon of 21 March local time, President Xi Jinping and Russian President Vladimir Putin jointly signed and released the Joint Statement of the People’s Republic of China and the Russian Federation on Deepening the Comprehensive Strategic Partnership of Coordination for the New Era at the Kremlin in Moscow.

On the Ukraine issue, the two sides believe that the purposes and principles of the United Nations Charter must be observed and international law must be respected. The Russian side speaks positively of China’s objective and impartial position on the Ukraine issue. The two sides oppose the practice by any country or group of countries to seek advantages in the military, political and other areas to the detriment of the legitimate security interests of other countries. The Russian side reaffirms its commitment to the resumption of peace talks as soon as possible, which China appreciates. The Russian side welcomes China’s willingness to play a positive role for the political and diplomatic settlement of the Ukraine crisis and welcomes the constructive proposals set forth in China’s Position on the Political Settlement of the Ukraine Crisis. The two sides point out that to settle the Ukraine crisis, the legitimate security concerns of all countries must be respected, bloc confrontation should be prevented and fanning the flames avoided. The two sides stress that responsible dialogue is the best way for appropriate solutions. To this end, the international community should provide support to the relevant constructive efforts. The two sides call for stopping all moves that lead to tensions and the protraction of fighting to prevent the crisis from getting worse or even out of control. The two sides oppose any unilateral sanctions unauthorized by the UN Security Council.

Forging Ahead to Open a New Chapter of China-Russia Friendship, Cooperation and Common Development

At the invitation of President Vladimir Putin, I will soon pay a state visit to the Russian Federation. Russia was the first country I visited after I was elected President ten years ago. Over the past decade, I have made eight visits to Russia. I came each time with high expectations and returned with fruitful results, opening a new chapter for China-Russia relations together with President Putin.

China and Russia are each other’s biggest neighbor and comprehensive strategic partner of coordination. We are both major countries in the world and permanent members of the UN Security Council. Both countries uphold an independent foreign policy and see our relationship as a high priority in our diplomacy.

There is a clear historical logic and strong internal driving force for the growth of China-Russia relations. Over the past ten years, we have come a long way in our wide-ranging cooperation and made significant strides into the new era.

— High-level interactions have played a key strategic role in leading China-Russia relations. We have established a whole set of mechanisms for high-level interactions and multi-faceted cooperation which provide important systemic and institutional safeguards for the growth of the bilateral ties. Over the years, I have maintained a close working relationship with President Putin. We have met 40 times on bilateral and international occasions. Together we have drawn the blueprint for the bilateral relations and cooperation in various fields, and have had timely communication on major international and regional issues of mutual interest, providing firm stewardship for the sustained, sound and stable growth of China-Russia relations.

— Our two sides have cemented political mutual trust and fostered a new model of major-country relations. Guided by a vision of lasting friendship and win-win cooperation, China and Russia are committed to no-alliance, no-confrontation and not targeting any third party in developing our ties. We firmly support each other in following a development path suited to our respective national realities and support each other’s development and rejuvenation. The bilateral relationship has grown more mature and resilient. It is brimming with new dynamism and vitality, setting a fine example for developing a new model of major-country relations featuring mutual respect, peaceful coexistence and win-win cooperation. 

— Our two sides have put in place an all-round and multi-tiered cooperation framework. Thanks to the joint efforts of both sides, China-Russia trade exceeded US$190 billion last year, up by 116 percent from ten years ago. China has been Russia’s largest trading partner for 13 years running. We have seen steady increase in our two-way investment. Our cooperation on major projects in such fields as energy, aviation, space and connectivity is moving forward steadily. Our collaboration in scientific and technological innovation, cross-border e-commerce and other emerging areas is showing a strong momentum. Our cooperation at the sub-national level is also booming. All this has brought tangible benefits to both the Chinese and the Russian peoples and provided unceasing driving force for our respective development and rejuvenation. 

— Our two sides have acted on the vision of lasting friendship and steadily strengthened our traditional friendship. On the occasion of commemorating the 20th anniversary of the China-Russia Treaty of Good-Neighborliness and Friendly Cooperation, President Putin and I announced the extension of the Treaty and added new dimensions to it. Our two sides have held eight “theme years” at the national level and continued to write new chapters for China-Russia friendship and cooperation. Our two peoples have stood by and rooted for each other in the fight against COVID, which once again proves that “a friend in need is a friend indeed”.  

— Our two sides have had close coordination on the international stage and fulfilled our responsibilities as major countries. China and Russia are firmly committed to safeguarding the UN-centered international system, the international order underpinned by international law, and the basic norms of international relations based on the purposes and principles of the UN Charter. We have stayed in close communication and coordination in the UN, the Shanghai Cooperation Organization, BRICS, the G20 and other multilateral mechanisms, and worked together for a multi-polar world and greater democracy in international relations. We have been active in practicing true multilateralism, promoting the common values of humanity, and championing the building of a new type of international relations and a community with a shared future for mankind.

Looking back on the extraordinary journey of China-Russia relations over the past 70 years and more, we feel strongly that our relationship has not reached easily where it is today, and that our friendship is growing steadily and must be cherished by us all. China and Russia have found a right path of state-to-state interactions. This is essential for the relationship to stand the test of changing international circumstances, a lesson borne out by both history and reality.

My upcoming visit to Russia will be a journey of friendship, cooperation and peace. I look forward to working with President Putin to jointly adopt a new vision, a new blueprint and new measures for the growth of China-Russia comprehensive strategic partnership of coordination in the years to come.

To this end, our two sides need to enhance coordination and planning. As we focus on our respective cause of development and rejuvenation, we should get creative in our thinking, create new opportunities and inject new impetus. It is important that we increase mutual trust and bring out the potential of bilateral cooperation to keep China-Russia relations at a high level.

Our two sides need to raise both the quality and quantity of investment and economic cooperation and step up policy coordination to create favorable conditions for the high-quality development of our investment cooperation. We need to boost two-way trade, foster more convergence of interests and areas of cooperation, and promote the complementary and synchronized development of traditional trade and emerging areas of cooperation. We need to make sustained efforts to synergize the Belt and Road Initiative and the Eurasian Economic Union, so as to provide more institutional support for bilateral and regional cooperation.

Our two sides need to step up people-to-people and cultural exchanges and ensure the success of China-Russia Years of Sports Exchange. We should make good use of the sub-national cooperation mechanisms to facilitate more interactions between sister provinces/states and cities. We should encourage personnel exchanges and push for the resumption of tourism cooperation. We should make available better summer camps, jointly-run schools and other programs to steadily enhance the mutual understanding and friendship between our peoples, especially between the youth.

The world today is going through profound changes unseen in a century. The historical trend of peace, development and win-win cooperation is unstoppable. The prevailing trends of world multi-polarity, economic globalization and greater democracy in international relations are irreversible. On the other hand, our world is confronted with complex and intertwined traditional and non-traditional security challenges, damaging acts of hegemony, domination and bullying, and long and tortuous global economic recovery. Countries around the world are deeply concerned and eager to find a cooperative way out of the crisis.

In March 2013, when speaking at the Moscow State Institute of International Relations, I observed that countries are linked with and dependent on one another at a level never seen before, and that mankind(, living in the same global village, )have increasingly emerged as a community with a shared future in which everyone’s interests are closely entwined. Since then, I have proposed the Belt and Road Initiative, the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative on different occasions. All these have enriched our vision for a community with a shared future for mankind and provided practical pathways toward it. They are part of China’s response to the changes of the world, of our times, and of the historic trajectory.

Through these ten years, the common values of humanity -- peace, development, equity, justice, democracy and freedom -- have taken deeper roots in the heart of the people. An open, inclusive, clean and beautiful world with lasting peace, universal security and common prosperity has become the shared aspiration of more and more countries. The international community has recognized that no country is superior to others, no model of governance is universal, and no single country should dictate the international order. The common interest of all humankind is in a world that is united and peaceful, rather than divided and volatile.

Since last year, there has been an all-round escalation of the Ukraine crisis. China has all along upheld an objective and impartial position based on the merits of the issue, and actively promoted peace talks. I have put forth several proposals, i.e., observing the purposes and principles of the UN Charter, respect of the legitimate security concerns of all countries, supporting all efforts conducive to the peaceful settlement of the crisis, and ensuring the stability of global industrial and supply chains. They have become China’s fundamental principles for addressing the Ukraine crisis.

Not long ago, we released China’s Position on the Political Settlement of the Ukraine Crisis, which takes into account the legitimate concerns of all parties and reflects the broadest common understanding of the international community on the crisis. It has been constructive in mitigating the spillovers of the crisis and facilitating its political settlement. There is no simple solution to a complex issue. We believe that as long as all parties embrace the vision of common, comprehensive, cooperative and sustainable security, and pursue equal-footed, rational and results-oriented dialogue and consultation, they will find a reasonable way to resolve the crisis as well as a broad path toward a world of lasting peace and common security.

To run the world’s affairs well, one must first and foremost run its own affairs well. The Chinese people, under the leadership of the Communist Party of China, are striving in unity to advance the rejuvenation of the Chinese nation on all fronts through the Chinese path to modernization. Chinese modernization is characterized by the following features: it is the modernization of a huge population, the modernization of common prosperity for all, the modernization of material and cultural-ethical advancement, the modernization of harmony between humanity and nature, and the modernization of peaceful development. These distinctive Chinese features are the crystallization of our practices and explorations over the years, and reflect our profound understanding of international experience. Going forward, we will steadfastly advance the cause of Chinese modernization, strive to realize high-quality development, and expand high-standard opening up. I believe that this will bring new development opportunities to Russia and all countries in the world.

Just as every new year starts with spring, every success starts with actions. We have every reason to expect that China and Russia, as fellow travelers on the journey of development and rejuvenation, will make new and greater contributions to human advancement.

The two joint statements we have just signed set forth a framework and fully reflect the special nature of Russian-Chinese relations, which are at the highest level in all our history, offering a model of a genuine comprehensive partnership and strategic cooperation. Russia and China share solid bonds of neighbourly relations, mutual support and assistance, and friendship between our peoples. We maintain proactive dialogue at all levels.

The President of China and I remain in touch at all times. Apart from bilateral summits, we meet on the sidelines of international events, and regularly talk to each other on the phone and by videoconference to discuss matters of mutual interest. This enables us to resolve all issues, even the most challenging ones, and to oversee all topical matters on the bilateral and international agenda.

Of course, trade and economic cooperation remain a priority for us, considering that China has solidly established itself as the leading foreign trade partner for our country. Our two countries have been effective in working together to expand mutual trade and maintain this momentum. Last year, trade increased by 30 percent to set a new record of $185 billion. This year, trade may well exceed $200 billion, which would be a symbolic threshold.

The Joint Statement concerning the plan to expand key economic cooperation areas until 2030 sets the task of increasing the volume of trade in goods and services multiple times over, deepening ties in eight strategic areas, primarily finance, industrial manufacturing and technology, as well as transport and logistics. The governments of Russia and China, the business circles of our two countries should start without delay the practical study of the provisions of the Statement and agree on a set of measures for implementing them replete with specific mutually beneficial initiatives and projects.

Expanding settlements between our countries in national currencies is a serious incentive for promoting trade and investment cooperation. As of the end of the first three quarters of 2022, the share of the ruble and yuan in mutual commercial transactions reached 65 percent and continues to grow, which allows us to protect mutual trade from the influence of third countries and negative trends on global currency markets.

Naturally, energy cooperation which is moving forward at a good pace was reviewed in detail during the talks. China is the leading importer of Russian oil, while Russia is prepared to scale up uninterrupted oil supplies for the Chinese economy.

The gas sector offers broad prospects for Russian-Chinese cooperation. In 2022, Russia increased gas supplies to China via the Power of Siberia main pipeline by 50 percent, and Gazprom met its Chinese colleagues halfway and made additional deliveries on top of contractual obligations, which, of course, speaks to what a trustworthy supplier and a reliable partner our company is.

Russian gas exports to China will get a boost from the implementation of the intergovernmental agreement concluded in January on laying the Far Eastern gas route and the implementation of an initiative to build the Power of Siberia-2 gas pipeline across Mongolia. We discussed this in detail and have reached corresponding agreements with Mongolia. This represents about 50 billion cubic metres of gas per year. Russia is also the fourth largest LNG supplier to China, and LNG supplies will expand in the foreseeable future.

Interaction on peaceful nuclear power is progressing successfully. Russia is helping build nuclear power plants in China: the construction of units 7 and 8 at the Tianwan NPP and units 3 and 4 of the Xudabao NPP is on track, to be completed as scheduled. The implementation of the Long-term Cooperation Programme that was signed during the visit by Rosatom and the China Atomic Energy Authority will help strengthen partnerships in this area.

We attach great importance to the further strengthening of bilateral industrial cooperation. Chinese automakers are successfully operating on the Russian market and expanding their presence. Major joint projects are being implemented in civil aircraft and helicopter production, non-ferrous metallurgy, space exploration, biotechnology and pharmaceuticals, as well as other science-intensive areas.

Agriculture is a strategic area of Russian-Chinese partnership. Bilateral agricultural trade is skyrocketing: last year it grew by more than 41 percent. There are opportunities to significantly increase exports of meat, grain and other goods to China.

Let me note in this context that in general Russia and China intend to actively develop international transport and logistics corridors. The idea is to make greater use of the potential of the Trans-Siberian and Baikal-Amur railways, the Northern Sea Route, and multi-lane trans-Asian highways, to guarantee their stable operation together, and to make the transportation of goods and passengers more efficient.

In order to ensure that the volume of cargo flows is growing in both directions, we are increasing the capacity of border crossings and consistently expanding the border infrastructure. Thus, two new cross-border bridges opened last year: a motor bridge in the Blagoveshchensk Region and a railway bridge in the Jewish Autonomous Region of Russia.

Bilateral cultural cooperation is traditionally multifaceted. After the anti-COVID restrictions were lifted, cultural, scientific, educational and tourist exchanges have begun to gradually return to their usual excellent dynamics, which in fact contribute to the further deepening of friendship, mutual understanding and sincere affection between Russian and Chinese citizens.

Let me remind you that 2022–2023 were declared Cross Years of Russian-Chinese Cooperation in Fitness and Sports in our countries. The plan of events is being implemented; there are over 600 events that include such spheres as mass, youth and university sports, sports science, elite sports and Paralympic sports.

And of course, we are looking forward to welcoming a delegation of Chinese athletes next spring in Kazan at the I Games of the Future International Multisport Tournament in innovative sports. These competitions combine physical activity with digital and scientific elements. This is a very promising initiative that is a draw for young people, which we could promote together with our Chinese friends, and in this regard, we invited them to host the second such Games in China.

When discussing topical international and regional problems, the President and I affirmed that Russia and China’s views on them are identical or very close.

We noted the rise of tensions in many regions of the world, and the accumulation of conflict and crisis potential in the global economy and politics. We can see that the practice of applying illegitimate, politically biased sanctions and other restrictions, and the use of other means of unfair competition in the economic struggle is expanding.

Seemingly unshakable principles, such as non-interference in internal affairs, the rights of countries to a sovereign model of development, freedom of trade, access to modern technologies and even to education, are being violated. And in this context, Russia and China strongly oppose any state or bloc seeking to harm the legitimate interests of any other country in order to obtain military, political and economic advantages.

Of course, we did not ignore developments around Ukraine. We believe that many of the provisions of the peace plan put forward by China are consonant with Russian approaches and can be taken as the basis for a peaceful settlement when the West and Kiev are ready for it. However, so far, we have not seen such readiness on their part. Moreover, I was just informed that while the Chinese President and I were discussing the possibility of implementing the Chinese peace plan – and the Chinese President devoted considerable attention to his peace initiatives during our one-on-one conversation yesterday – the UK deputy defence minister announced that the United Kingdom would supply not only tanks to Ukraine, but also depleted uranium shells.

It seems that the West really has decided to fight Russia to the last Ukrainian – no longer in words, but in deeds. But in this regard, I would like to note that if all this comes to pass, then Russia will have to respond accordingly. What I mean is that the collective West is already starting to use weapons with a nuclear component.

At the same time, I would like to emphasise that Russia and China pursue an independent and sovereign foreign policy. We jointly work to create a more just and democratic multipolar world order, which should be based on the central role of the UN, its Security Council, international law, and the purposes and principles of the UN Charter.

We consider it important to continue to maintain close coordination within the Shanghai Cooperation Organisation and BRICS, to work in conjunction with the G20, APEC and many other multilateral platforms, and, of course, to continue efforts to link integration processes within the EAEU and the Chinese Belt and Road initiative with an eye to creating the Greater Eurasian Partnership in the future.

In conclusion, I would like to once again thank Mr Xi Jinping and all our Chinese friends for the productive joint work and to express confidence that the agreements reached during the visit will serve to further strengthen Russian-Chinese friendship and contribute to the well-being and prosperity of our countries and peoples.

 Mr President, friends from the media, good evening, I am very glad to meet with you together with President Putin.

First of all, I would like to thank President Putin for the traditional hospitality and warm welcome extended to me and the Chinese delegation. Three years later, I am back in Moscow on my first foreign visit and state visit to Russia after my re-election as President of the PRC.

For 10 years, President Putin and I have maintained close communication; we are in contact on strategic matters and promote productive strategic interaction between the two countries.

I have just had very candid, friendly and productive talks with President Putin. There was an exchange of views on the bilateral agenda, as well as international and regional priorities of mutual interest. A number of new important agreements have been reached.

We signed the Joint Statement on Deepening Comprehensive Partnership and Strategic Cooperation for a New Era and the Joint Statement on the Plan to Promote Key Elements of Chinese-Russian Economic Cooperation until 2030 and outlined a plan for the further development of bilateral relations and cooperation in all areas in the short term. A large package of cooperation documents was signed.

President Putin and I summed up the results of developing bilateral relations over the past 10 years and agreed that Chinese-Russian ties have gone far beyond bilateral relations and are of vital importance for the modern world order and the destiny of humankind.

Bilateral contacts and cooperation are moving forward in all areas based on the principles of neighbourliness, friendship and mutually beneficial cooperation.

In the new historical circumstances, the parties will evaluate and develop Chinese-Russian relations based on a broad and farsighted outlook, thereby making the greatest possible contribution to the progress of humankind.

Chinese-Russian multifaceted practical cooperation, which is distinguished by great stability, complementarity and resilience, has been proceeding fruitfully since earlier last year.

Over the past decade, trade increased by 116 percent, which allowed us not only to consolidate the economic foundations of our bilateral relations, but also to create a meaningful impetus for promoting socioeconomic development both in Russia and China. We had to go great lengths to achieve this result.

President Putin and I agreed to step up our comprehensive planning efforts at the top level, increase trade in energy, resources and electronics, make our respective value chains more resilient, while expanding cooperation in IT, the digital economy, agriculture and trade in services. We agreed to develop conventional trade sectors alongside emerging industries in a complementary and synchronised manner, and to continue providing for uninterrupted cross-border logistics flows and shipments.

We spoke out unanimously for expanding cultural and humanitarian exchanges and stepping up twinned relations between our provinces and regions, enabling twin town and cities to step up their relations, and for effectively holding cross years for promoting cooperation in physical fitness and sport. This also includes enabling our people to travel between our two countries with greater ease.

We stated that as permanent members of the UN Security Council, China and Russia will stand with the international community and firmly defend fundamental international norms as per the goals and principles of the UN Charter.

We will strengthen our cooperation within multilateral structures, including the SCO, BRICS, and the Group of Twenty, and will promote genuine multipolarity in a bid to facilitate post-pandemic global economic recovery, all while stepping up our constructive efforts to shape a multipolar world and improve global governance. This includes contributing to global food security, energy security and the uninterrupted operation of supply and value chains and working together to shape a community of common destiny for humankind.

In February, China released its position on the political settlement of the Ukraine crisis. Regarding the Ukraine settlement, I would like to emphasise that we have always upheld our unwavering commitment to the goals and principles of the UN Charter, adopting an objective and unbiased position. We have been proactive in promoting reconciliation and the resumption of talks. In our approach, we proceed from the essence of the matter in question and only seek the truth. We always support peace and dialogue, and firmly stand on the right side of history.

I hope that President Vladimir Putin and I will maintain close contacts in various formats paving the way to the steady and lasting development of China-Russia relations.

On 21 March local time, President Xi Jinping and Russian President Vladimir Putin jointly met the press after their talks at the Kremlin in Moscow.

President Xi noted that it was his first visit to Moscow after a lapse of over three years. It was also his first overseas trip and state visit to Russia after his reelection as President of China. Over the past ten years, he and President Putin have forged close relations, maintained strategic communication, and delivered fruitful outcomes through strategic coordination between the two countries.

Just now, he and President Putin held candid, friendly and fruitful talks. They had an in-depth exchange of views on the bilateral ties and major regional and international issues of mutual interest, and reached new, important common understandings in many fields. They signed and issued a Joint Statement of the People’s Republic of China and the Russian Federation on Deepening the Comprehensive Strategic Partnership of Coordination for the New Era and a Joint Statement of the President of the People’s Republic of China and the President of the Russian Federation on Pre-2030 Development Plan on Priorities in China-Russia Economic Cooperation, making plans and arrangements for the growth of the bilateral relations and wide-ranging cooperation between the two countries going forward. 

President Xi stressed that he and President Putin reviewed the achievements of the growing bilateral relationship over the last ten years. They shared the view that this relationship has gone far beyond the bilateral scope and acquired critical importance for the global landscape and the future of humanity. China and Russia have followed the principles of good-neighborliness, friendship and win-win cooperation in advancing exchanges and cooperation in various areas. Under the new historical circumstances, the two sides will view and handle China-Russia relations with a broad vision and a long-term perspective, in a bid to make greater contribution to human progress.   

President Xi pointed out that since last year, the all-round practical cooperation between China and Russia has yielded fruitful outcomes, and continued to manifest its strengths of solid fundamentals, high complementarity and strong resilience. Two-way trade has grown by 116 percent over the last ten years. This has not only consolidated the material foundation for the bilateral relations, but also given an important boost to economic and social development in both countries. This is not an easy achievement.

He and President Putin agreed that the two sides need to strengthen overall design and top-level planning, boost trade in energy, resources, and electromechanical products, enhance the resilience of their industrial and supply chains, expand cooperation in such areas as information technology, the digital economy, agriculture and trade in services, promote greater complementarity and joint development of traditional trade and emerging areas of cooperation, and further facilitate cross-border logistics and transportation.

They shared the view that the two sides should continue to cement the cornerstone of people-to-people exchanges. To be specific, efforts should be made to encourage more interactions between sister provinces/states and between sister cities, ensure the success of the Years of Sports Exchange, and facilitate the personnel movement between the two countries. 

The two sides noted that as permanent members of the UN Security Council, China and Russia will continue to work with the international community to firmly uphold the basic norms governing international relations based on the purposes and principles of the UN Charter. China and Russia will work more closely within multilateral frameworks including the Shanghai Cooperation Organization, BRICS and the G20, practice true multilateralism, and promote post-COVID economic recovery. The two sides will boost the constructive force for building a multi-polar world and improving the global governance system, contribute more to maintaining global food and energy security and keeping industrial and supply chains stable, and work together for a community with a shared future for mankind.

President Xi stressed that, last month, China released a document titled “China’s Position on the Political Settlement of the Ukraine Crisis”. China has based its position on the merits of the matter per se and stood firm for peace and dialogue and on the right side of history.

President Xi Jinping Holds Talks with Russian President Vladimir Putin

On the afternoon of 21 March local time, President Xi Jinping held talks with Russian President Vladimir Putin at the Kremlin in Moscow. They had sincere, friendly and fruitful talks on the bilateral ties and major regional and international issues of mutual interest, and reached new, important common understandings in many fields. The two sides agreed to follow the principles of good-neighborliness, friendship and win-win cooperation in advancing exchanges and cooperation in various fields and deepening the comprehensive strategic partnership of coordination for the new era.

In the refreshing weather of March in Moscow, President Xi arrived at the Kremlin in a motorcade. He was welcomed by the Kremlin’s horse guards and greeted by the Kremlin Commandant at the alighting point. 

President Putin held a solemn welcome ceremony for President Xi at the St. George’s Hall. Accompanied by the majestic welcome music, President Xi and President Putin walked in big strides on a red carpet from the opposite ends of the hall to meet each other in the center. They had a firm handshake and took photos together. The military band played the national anthems of China and Russia. 

The two Presidents held small-group talks first and then large-group talks. 

President Xi pointed out that China and Russia are each other’s biggest neighbor and consolidating and developing long-term good-neighborly relations with Russia is consistent with historical logic and a strategic choice of China. It will not be changed by any turn of events. Since his first state visit to Russia ten years ago, China and Russia have enjoyed mutual respect, mutual trust and mutual benefit. Relations between the two countries have grown from strength to strength, showing the features of being more comprehensive, more practical, and more strategic. President Xi said that during this visit, he saw many ordinary Russians in the street waving their hands at the Chinese motorcade in a demonstration of goodwill. He sees clearly that China-Russia relations have strong public support. No matter how the international landscape may change, China will stay committed to advancing China-Russia comprehensive strategic partnership of coordination for the new era. This state visit to Russia is a journey of friendship, cooperation and peace. China is ready to work with Russia to build on past achievements, enrich the comprehensive strategic partnership of coordination for the new era, bring more benefits to the two peoples and make greater contribution to human progress. 

President Xi noted that changes unseen in a century are evolving faster and the international balance of power is undergoing a profound shift. As permanent members of the UN Security Council and major countries in the world, China and Russia have natural responsibilities to make joint efforts to steer and promote global governance in a direction that meets the expectations of the international community and promote the building of a community with a shared future for mankind. The two sides should support each other on issues concerning each other’s core interests, and jointly resist the interference in internal affairs by external forces. The two sides should enhance communication and coordination on international affairs, especially in the UN, the Shanghai Cooperation Organization, BRICS and other multilateral frameworks, practice true multilateralism, oppose hegemonism and power politics, contribute to global post-COVID economic recovery, advance the trend toward a multi-polar world, and promote the reform and improvement of the global governance system.

President Xi and President Putin heard reports by the leading officials of the relevant government departments of the two countries on cooperation in various fields.  

President Xi noted that thanks to joint efforts, China and Russia have enjoyed deepening political mutual trust, convergence of interests, and understanding between the peoples. Their cooperation in such areas as the economy and trade, investment, energy, people-to-people and cultural exchanges and at the subnational levels have made continued progress. There are a growing number of areas and an even stronger consensus for cooperation. China is in the first year of fully implementing the guiding principles set forth by the 20th National Congress of the Communist Party of China. It will foster a new development paradigm at a faster pace, promote high-quality development, and advance Chinese modernization in all respects. China-Russia cooperation enjoys significant potential and space and is strategic, reliable and stable. The two sides need to strengthen overall coordination, boost trade in traditional areas, such as energy, resources, and electromechanical products, continuously enhance the resilience of industrial and supply chains, expand cooperation in such areas as information technology, the digital economy, agriculture and trade in services. They should step up cooperation in areas of innovation and facilitate cross-border logistics and transportation. The two sides should cement the cornerstone of people-to-people exchanges. Efforts should be made to encourage more interactions between sister provinces/states and between sister cities, ensure the success of the Years of Sports Exchange, and facilitate the personnel movement between the two countries. 

President Putin once again extended Russia’s warm congratulations on President Xi’s reelection as President of China by unanimous vote and the formation of a new government in China. He said that Russia-China relations are developing very well. Good progress has been made in all fields of bilateral cooperation. Exchanges and cooperation are active between the governments, legislative bodies, at different levels and in different areas. Amid a complex environment, such as the spread of COVID, Russia-China trade bucked the trend and realized growth. He expressed hope that the two sides will make full use of their existing channels of exchange and work for new progress in practical cooperation in various fields, including the economy and trade, investment, energy, space and cross-border transportation and logistics, and bring people-to-people and cultural exchanges in sports and tourism and at subnational levels to new heights. Russia firmly supports China in upholding its legitimate interests on questions related to Taiwan, Hong Kong and Xinjiang. Russia congratulates China on helping to successfully bring about historic outcomes from the talks between Saudi Arabia and Iran in Beijing. This fully demonstrates China’s important status and positive influence as a major country in the world. Russia appreciates China for consistently upholding an objective and impartial position on international affairs, supports the Global Security Initiative, the Global Development Initiative, and the Global Civilization Initiative China has put forward and stands ready to further enhance international coordination with China. 

President Xi and President Putin believe the exchange between the two sides during the visit is in-depth, rich and comprehensive and has injected new impetus into the development of China-Russia comprehensive strategic partnership of coordination for the new era. 

They directed the competent departments of the two countries to follow through on the common understandings reached at the presidential level, enhance communication and work more closely with each other to deliver new and greater progress in China-Russia practical cooperation and boost development and rejuvenation in both countries. 

They agreed to stay in close touch through various means to jointly guide the sound and steady growth of China-Russia relations. 

After the talks, President Xi and President Putin jointly signed a Joint Statement of the People’s Republic of China and the Russian Federation on Deepening the Comprehensive Strategic Partnership of Coordination for the New Era and a Joint Statement of the President of the People’s Republic of China and the President of the Russian Federation on Pre-2030 Development Plan on Priorities in China-Russia Economic Cooperation.

During the visit, the two sides also signed bilateral cooperation documents in such areas as agriculture, forestry, basic scientific and technological research, market regulation, and the media. 

President Xi and President Putin jointly met the press.

On the evening, President Putin held a warm welcome banquet for President Xi at the Kremlin.

Cai Qi, Wang Yi and Qin Gang and senior officials in the Russian government were present at the abovementioned events.
