어려운 시기에 젤렌스키 대통령님의 초청과 특별한 배려에 감사드립니다.
우선 러시아의 불법 침략으로 인해 무고하게 희생된 우크라이나 시민들과 자유를 수호하기 위해 목숨 바친 우크라이나의 젊은이들, 그리고 그 유가족들에게 깊은 애도를 표합니다.
지금처럼 엄중한 시기에 대한민국 대통령으로서 최초로 우크라이나를 방문하게 되어 큰 책임감을 느낍니다. 저와 대한민국 정부대표단의 이번 방문이 힘든 시기를 견뎌내고 있는 젤렌스키 대통령과 우크라이나 국민 여러분에게 조금이나마 힘이 되기를 바랍니다. 
지금부터 70여 년 전 북한의 공산 전체주의 세력의 불법 침략을 받은 대한민국은 전쟁 발발 수개월 만에 국토의 90%를 빼앗기고 국가의 존립 자체가 위협받는 위기에 처했습니다. 그러나 유엔군과 국제사회의 도움을 받아 최남단 방어선에서 기적적으로 승리하였으며, 북한의 침략을 격퇴할 수 있었습니다. 전쟁의 상처를 딛고 일어선 대한민국은 오늘날 전 세계에서 가장 자유롭고, 평화로우며, 부흥한 국가 중 하나로 성장하였습니다.
지금 우크라이나 상황은 70여 년 전의 대한민국을 떠올리게 합니다.
젤렌스키 대통령님께서 “대통령으로서 죽음을 겁낼 권리가 없다”고 말씀하신 것을 기억합니다.
분명 우리의 자유와 민주주의를 지켜낼 수 있을 것입니다.
저는 오늘 젤렌스키 대통령님과 희망의 새로운 역사를 쓰기 위한 협력 방안에 대해 논의하였습니다.
우리 두 정상은 한국의 안보 지원, 인도 지원, 재건 지원을 포괄하는 ‘우크라이나 평화 연대 이니셔티브’를 함께 추진해 나가기로 했습니다.

안보 지원에 관해 말씀드리겠습니다. 저와 젤렌스키 대통령님은 무엇보다도 우크라이나의 안보 증진을 위한 노력을 한층 더 강화해 나가기로 하였습니다. 우리는 젤렌스키 대통령님께서 제안한 ‘평화공식(Peace Formula)’의 중요성에 공감하고, 성공적인 ‘평화공식 정상회의’ 개최를 추진해 나가기로 했습니다.
특히, 한국은 주요 개도국들이 평화공식 정상회의에 보다 많이 참여하고, 자유연대에 동참하도록 촉진자 역할을 해 나가고자 합니다.
한국은 우크라이나가 필요로 하는 군수물자 지원도 지속해 나갈 것입니다. 지난해 방탄복, 헬멧과 같은 군수물자를 지원한 데 이어, 올해도 더 큰 규모로 군수물자를 지원해 나갈 것입니다. 또한, 우리는 우크라이나 전쟁으로 취약해진 글로벌 식량안보, 에너지 안보 증진을 위한 국제사회의 논의와 행동을 이끌어 나가고자 합니다.
인도 지원에 관해 말씀드리겠습니다. 우리 두 정상은 양국 간 긴밀한 소통을 통해 우크라이나 국민들이 필요로 하는 인도적 지원 물품을 최대한 신속히 지원해 나가기로 하였습니다.
저는 지난 5월 젤렌스키 대통령님과의 정상회담 이후 크라이나가 필요로 하는 지뢰탐지기 등 안전장비와 인도적 지원 물품을 신속히 전달한 바 있습니다. 한국 정부는 지난해 약 1억불의 인도적 지원에 이어, 올해 1억5천만불의 지원도 효과적으로 이행해 나갈 것입니다. 올해는 우크라이나 정부 재정 안정성을 위해 세계은행과 협력하여 재정지원도 새롭게 실시할 계획입니다.

재건 지원에 관해 말씀드리겠습니다.
마지막으로, 우리 두 정상은 우크라이나 재건을 위한 양국 정부와 기업 간 협력을 확대해 나가기로 했습니다.
우리는 지난 5월 양국 간 EDCF(대외경제협력기금) 기본협정이 가서명된 것을 환영하고, 이미 배정해 둔 1억 5천만 불의 사업기금을 활용하여 인프라 건설 등 양국 간 협력사업을 신속히 발굴하고 추진해 나가기로 하였습니다.
또한, 우크라이나 내 온-오프라인 교육시스템 구축을 위한 협력을 확대해 나가기로 하였습니다. 작년에 키이우에 개소된 KOICA 사무소를 중심으로 전쟁으로 파괴된 교육기관 재건을 위한 협력도 추진해 나갈 것입니다.
우리는 우크라이나 미래세대에 대한 지원도 확대해 나가기로 하였습니다.
“윤석열-젤렌스키 장학금” 신설을 통해 현재 한국에서 공부하고 있는 우크라이나 학생들이 안심하고 학업을 마칠 수 있도록 지원하고, 더 많은 학생들이 혜택을 받을 수 있도록 장학 프로그램을 확대해 나가고자 합니다. 젤렌스키 대통령님의 관심 덕분에 이제 우크라이나 학생들도 교과서에서 ‘한강의 기적’을 배우게 되었다고 알고 있습니다. 저는 ‘드니프로 강의 기적’이 반드시 이루어질 것이라고 믿습니다.
대한민국의 전후 회복과 번영의 역사가 그 가능성을 말해주고 있습니다. 대한민국은 우크라이나의 자유와 평화, 번영을 가꾸는 동반자가 될 것이며, 나아가 우크라이나와 함께 세계의 자유, 평화, 번영에 함께 기여하는 믿음직한 파트너가 될 것입니다. 그 희망찬 미래를 향해 저와 젤렌스키 대통령은 더욱 긴밀히 소통하고 협력해 나갈 것입니다. 감사합니다.

 

Cooperation between Ukraine and the Republic of Korea will give more strength to our nations and the global positions of the two countries – Volodymyr Zelenskyy after the meeting with Yoon Suk Yeol in Kyiv(우크라이나 대통령실)

President of Ukraine Volodymyr Zelenskyy held a meeting with President of the Republic of Korea Yoon Suk Yeol, who arrived in our country on a visit.

Addressing the leader of South Korea, the Ukrainian Head of State expressed condolences from himself personally and on behalf of all Ukrainians on the devastating flood currently raging in the Republic of Korea.

Zelenskyy also thanked Yoon Suk Yeol and his wife for the warm reception of the First Lady of Ukraine during her visit to the Republic of Korea in May of this year.

"Meetings and the mutual understanding achieved created the emotional connection that helps us understand each other very quickly now during the negotiations. And I am especially glad that you are in Ukraine with the First Lady of the Republic of Korea," the President of Ukraine said at a meeting with media representatives following the negotiations with Yoon Suk Yeol in Kyiv.

According to him, the President of the Republic of Korea, during his visit to Bucha and Irpin today, was able to see with his own eyes the consequences of the Russian occupation.

But Bucha and Irpin are only two of the thousands of Ukrainian cities that were hit by Russian terror. The scale of suffering and destruction brought by Russia is huge. Therefore, the scale of global cooperation should be huge to restore security and guarantee lasting peace," the Ukrainian Head of State said.

The President of Ukraine said that our country is doing everything to free the Ukrainian territories occupied by Russia and return freedom to all adults and children who are in these areas or were forcibly deported to the Russian Federation.

"We must again give all Ukrainian children the opportunity to live in safety, without war, torture, and violence. I am grateful to you, Mr. President, and the First Lady, to all your people for supporting our efforts for the sake of peace and security of our people, for the return of Ukrainian children stolen by Russia," he said.

Zelenskyy said that the Republic of Korea firmly supports Ukraine's sovereignty and territorial integrity, and provides significant political, security, economic, and humanitarian support. He also thanked Yoon Suk Yeol for new initiatives regarding financial, technical, and humanitarian assistance to Ukraine.

"This is also the rebuilding of infrastructure in Ukraine: schools, hospitals, housing, enterprises, everything destroyed by Russian missiles and enemy artillery. Thank you for your willingness to support our education system. And it is very important that the Republic of Korea really protects education and humanity. We need a new large-scale rehabilitation industry. I invited the Republic of Korea to show leadership in creating rehabilitation centers in Ukraine. Of course, we also discussed economic cooperation – this includes energy, railways, and transport in general, the creation of production facilities in Ukraine, local content, as well as the macro-financial sphere. We definitely have something to do together in each of these areas. And I am sure that our cooperation will add strength to our nations and the global positions of Ukraine and the Republic of Korea," the Ukrainian Head of State said.

He said the agreement on transferring special purpose vehicles and equipment to our country, including demining machines, is already being implemented.

Zelenskyy expressed his gratitude for the readiness of the Republic of Korea to support Ukrainian efforts in global food and energy security.

During the negotiations, the President of Ukraine also informed his Korean counterpart about efforts to implement the Peace Formula.

"Grateful for the Republic of Korea's interest in specific points of the Formula. It is important that the Republic of Korea will be a participant in the Global Peace Summit," he said.

The Ukrainian head of state invited Korea to join the declaration of support for Ukraine agreed with the G7 leaders.

Separately, Zelenskyy emphasized the support of the Republic of Korea for joint efforts to provide justice for Ukraine and the punishment of all those guilty of war crimes.

"Supporting the efforts of the International Criminal Court and recognizing the need for special international procedures to punish Russian aggression is very important," he said.

The President of the Republic of Korea, for his part, expressed his condolences to the relatives and friends of all those killed due to the Russian invasion of Ukraine.

Yoon Suk Yeol said that the Republic of Korea itself had been illegally invaded by North Korea in the past, but thanks to the resistance of the military and civilians, it was able to preserve its freedom and become a strong, peaceful, and prosperous state. The President of Korea expressed hope that his visit to Ukraine will help President Zelenskyy and the entire Ukrainian people.

"I hope these negotiations will become a new page in our relations. Today, we launched an initiative to help Ukraine in the military, humanitarian spheres, and post-war reconstruction," Yoon Suk Yeol said.

The Korean leader said that it is now important to ensure the security and victory of Ukraine in this war, and the level of defense assistance from his country will increase this year.

According to him, in continuation of the agreements with President Zelenskyy, the Republic of Korea will continue assisting Ukraine in the humanitarian demining of territories, infrastructure restoration, development of education, and entrepreneurship.

Yoon Suk Yeol also said that the Ukrainian Peace Formula must be implemented, and Korea will act as a mediator in negotiations with the countries of the Global South.

"The Republic of Korea will become a loyal partner of Ukraine in supporting freedom, peace, and development. And in the future, we will become very reliable partners in supporting peace and freedom in the world," Yoon Suk Yeol said.
